| Abstract | Since the early 1980s states have implemented numerous policies designed to change school practices. Using data from ... a nationally representative sample of public high schools we examine the relationship between three state policies and changes in school practices between the early 1980s and 1993." The three policies which are checked as to their effects on changed school practices are: 1) High School graduation policies: how are state graduation requirements influencing the number of academic courses schools require of their graduates. 2) Policies requiring dissemination of test scores: here it is explored, whether the state requirements to disseminate test scores to the public and the parents affects the structure of the instructional program, i.e. the distribution of students in curricular tracks. 3) Site-based management policies: These policies "provide a clear prescription for organizational change"; it is examined whether there are really practical changes in "who participates in making decisions in the use of school resources".
