Abstract | The author analyses the four phases of British education policy in terms of the implications of the state interventions during each phase on initial teacher education. The phases examined are characterized as follows: 1) Social democratic phase (1960 - 1974): Expansion and independence (reform of training courses, creation of Bachelor of Education degrees); 2) Resource constrained phase (1973 - 1987): Contraction and conformity (shorter periods of training, PGCE certificate, various government documents on teacher education, emphasis on quality of output and bureaucratic control mechanisms); 3) Market phase (1988 - 1996): Partnership and the end of partnership (school-based training with supervision in school, quality inspection by Teacher Training Agency; 4) Excellence phase (1997 onwards): Standards and compliance (policy of New Labour).
