Abstract | Two complementary concepts provide the basis for reforms in higher education finance: decentralisation and cost-consciousness. These are being progressively introduced. ... The reform have been mainly guided by considerations of efficiency, the key being how to provide educational services to a growing number of users without increasing the amount of public resources. Other related to equity have also been taken into account. ... The belief has become widely held that the conventional funding of higher education mainly benefits the better-off. Hence, finance reforms aimed at increasing efficiency would lead to simultaneous improvements in the equality of the system. ... The aim of this article is to contribute and discuss various ideas in this field. I shall begin by presenting a short description of the basic elements of the reforms and then go on to those aspects related to efficiency and equity, respectively. I shall conclude in the light of the previous comments by proposing several alternative designs for the funding mechanisms which aim at avoiding or reducing effects which could lead to greater inequality.
