Abstract | Before the nationwide market-oriented economic reform starting from the early 1980s, Chinese higher education was structured and operated under a rigid state-control model. The government controlled almost all the substantive and procedural matters of the universities. No autonomy was present in higher education institutions. Influenced by the market- driven economic reform, the government has lessened some degree of control over Chinese higher education. Some changes can be seen in enrollment and graduates' job allocation, structural reform of the higher education system, funding diversification, and curriculum restructuring. Chinese universities have begun to enjoy a certain degree of substantive and procedural autonomy. The conclusion is that Chinese higher education is shifting from a rigid state-control model to a certain degree of state-supervising model and ... is moving from ... state authority towards the market direction.
