Abstract | The article describes the attempts to create an "unaided private section" of higher education in Australia and analyses why it failed in this country, (only 2 percent at envollments in the private sector). In contrast to Latin America where private universities are booming, in Australia the public sector was developing effectively and growing sufficiently : "Public universities moved quickley into commercial activities in international education, postgraduate business and law, occupational upgrading, and industry research, with actibe support of the government. This denied to the fledging private sector both social role and economic capital". Thus, his development was "a product at a particular policy context." (DIPF/Bi.) |
