| Abstract | ... Despite more democracy in Russian society and transition to a market economy, the education system remains strongly centralised and largely dependent on decision-making and finance at the national level. Changes in public curricula and teacher training are too hasty to bring about meaningfull results. Private or parastatal institutions are profit-oriented, lack subsidies and cannot replace public instruction an diplomas at the moment. Chaotic developments in the organisation and management of higher and lifelong education in Russia ... cannot hide a basic trend, ... which is to copy Western educational standards and degrees. The present challenge is to avoid the temptation of an appealing but unprepared decentralisation of the Russian education system ... and to build gradually institutional and local capacities by the ever-persisting centralised means. One obvious trade-off of uncoordinated decentralisation is that Western educational practices and standards are too often copied blindly ...However ... applied knowledge and skills appear of higher priority than a solid knowledge in market economics or corporate law. Furthermore, development of innovative skills - problem -solving, initiative-taking, creativity ... should not be overlooked. (DIPF/Abstract übernommen) |
