Abstract | This book examines one key component in development assistance by Unesco.... It explores Unesco by exploring its most consistent and intensive single commitment to universal literacy. In particular it examines how the rationale underpinning its literacy program has developed over time, and why some aspects of what is a complex matter were brushed aside. It highlights the ideological, diplomatic, economic, bureaucratic, intellectual and moral dimensions of life in Unesco and the influence of their interaction on an identifiable Unesco approach to literacy. The book is divided into six sections: 1) Global literacy: the emergence of a policy framework. 2) Fundamental education (1946-58). 3) Multilateral adaptation (1958-66). 4) The experimental world literacy programme (1966-74). 5) Literacy in the crisis year (1974-87). 6) Epilogue: appraisals.
