"The primary aim of this report is to identify emerging developments and examine associated issues in the science and technology policies of OECD countries. ... The first chapter of the report focuses on the growing role of industry in research and associated education, the expanding activities fo academic institutions in response to industrial needs and commercial opportunities and the related policies and efforts of governments in these areas. The following chapter examines the expanding involvement of science and technology in strategies for regional economic development. Particular attention is given to the involvement of academic institutions and the policy issues this raises. The third chapter concentrates on the increasing 'internationalisation' of science and technology. It summarises the activities of firms and academic institutions in this process an discusses the implications for government policy. The next chapter, which is of an exploratory nature, looks at how the outputs of national research systems (in the form of scientific publications) have changed in recent years. This inculdes an analysis of the response of these systems to national policies which call for greater industrial and economic relevance of research. The final chapter, which is both longer and more analytical than the preceding ones, is devoted to the diffusion of techonolgy in the economy. The central argument is that greater attention need to be given to more effenctively diffusing new technology in order to attain its potential economic benefits. " (authors's abstract) |
