Abstract | This article discusses the increasing number of schools that met all of their 2004 annual achievement targets under U.S. federal law. Over half the states released at least preliminary lists of the number of schools that had made adequate yearly progress under the No Child Left Behind Act, based on 2003-04 test data. In general, the percentage of schools that met all their targets either held steady or increased compared with the previous school year. Despite overall signs of progress, the number of schools "in need of improvement" (schools that fail to make adequate progress for two or more years in a row) appears to have increased in many states. Many state officials warn that the real test could come in the following years, when states must significantly raise their Adequate Yearly Progress (AYP) benchmarks for the first time, and many states will begin testing in more grades.
