AbstractIn 1998, California voters passed Proposition 10, the California Children and Families First Act, which provides for an excise tax on tobacco products to fund parent education, health and child care programs that promote early childhood development for 0-5s. Since the adoption of its first Strategic Plan (2000), the Orange County First 5 Commission has shown considerable foresight in funding a number of innovative programs targeted at early identification and intervention for children with neurodevelopmental problems. These new programs have triggered a need for improved coordination and communication between service sectors, and have prompted a review of the organizational structure in which they operate. Recognition of the need to develop a comprehensive strategic plan for a new approach to developmental services pathways in Orange County led the Orange First 5 Commission to contract with the UCLA Center for Healthier Children, Families and Communities to examine the existing system of screening, surveillance, assessment and intervention for children with developmental, behavior, and mental problems. This targeted study aimed to identify gaps in existing services, barriers to service utilization, and systems issues which currently prevent optimal service delivery. The study also aimed to develop a vision and a strategic plan for building a model system of developmental services in Orange County. It was found that the combination of effective strong leadership within key sectors, a willingness to collaborate and to look at existing systems in new ways, and the tremendous progress which has been made in recent years within the CHOC-UCI collaborative, now place the county in an excellent position to move forward with implementation of the new system.
