Abstract | This document presents the texts of 11 major presentations and conference highlights from a February 2001 conference on the social, academic, and behavioral needs of students with challenging behavior in inclusive and alternative settings as required under the 1997 amendments to the Individuals with Disabilities Education Act. The presentations are: (1) "The Changing Scene in Service Delivery for Children and Youths with Challenging Behavior: Where We Have Been, Where We Are, What We Need To Do Next" (Richard J. Whelan and others); (2) "The History of Federal Support and Children with Emotional Disturbance" (Renee Bradley); (3) "Addressing Challenging Behaviors among Young Children" (Donna E. McCrary); (4) "Comprehensive Programming for Elementary Students with Behavioral Disorders" (Ralph Gardner, III, and Shelli Frazier-Trotman); (5) "Programming for Middle and Secondary School-Aged Youths with Emotional or Behavioral Disorders: Strategies and Procedures for Academic and Nonacademic Instruction" (Eleanor C. Guetzloe); (6) "Job Placement and Support Considerations in Transition Programs for Adolescents with Emotional Disabilities" (Michael Bullis); (7) "Alternative Education Programs: Empowerment or Entrapment?" (Ann Fitzsimons-Lovett); (8) "Features of Model Programs for Children and Youths with Problem Behaviors" (Glen Dunlap and others); (9) "Data-Based Decision Making To Ensure Positive Outcomes for Children and Youths with Challenging Behavior" (Philip L.
