AbstractThis manual provides guidelines to educators attempting to comply with California's Hughes Bill, which is intended to ensure the rights of special education students to have positive behavioral intervention plans designed to bring lasting behavioral changes without interventions that cause pain or trauma. An introductory chapter summarizes the philosophy, knowledge base, and ethical underpinnings of the positive behavioral intervention regulations. The second chapter explains procedures required by law and regulations such as the functional analysis assessment, the behavioral intervention plan, and emergency interventions. Chapter 3 considers the functional analysis assessment in detail and covers analysis of behaviors, antecedents, consequences, data collecting, and hypothesis development. Chapter 4 presents a procedural overview of the positive behavioral intervention plan based on the functional analysis. Chapter 5 presents recommended positive intervention procedures. These include establishing precise criteria for discontinuance or modification, ecological manipulation, positive programming, differential reinforcement, and reactive and de-escalation strategies. Chapter 6 addresses regulations for emergency procedures under the Hughes Bill. Chapter 7 considers the necessary knowledge base and critical competencies of the behavioral intervention team. Chapter 8 focuses on prevention and Chapter 9 on predisposing conditions, factors, and influences on behavior. Chapter 10 considers timeout in the context of the new regulations. Extensive appendices present the state code, regulations, sample forms, checklists, suggested reinforcers, and training resources. (Contains approximately 200 references.) (DB)
