AbstractThis report provides a synthesis of the principal trends concerning access to higher education in Europe. The paper treats five themes, the first of which, higher education structures, notes that the dominant trend is towards greater institutional diversity. A discussion of enrollment finds that France, Germany and Sweden have enrollment rates approaching 50 percent. In Spain one in three goes to university and in the United Kingdom only one in five goes on to higher education. In Central and Eastern Europe, enrollment figures are as low as 20 and 15 percent. A section on the European dimension of higher education notes that, though the number of students studying in another member country has been relatively low, it is likely that student mobility in the European countries has risen and will continue to rise with the advent of several special programs and recent political changes. A final section on future prospects argues that the main international organizations concerned with higher education in Europe have all favored expansion in the number of students and in enrollment rates. These calls have been received with circumspection by national authorities and higher education establishments due to their more immediate preoccupations. (JB)
