AbstractThis Technical Committee Report begins by citing function as the key factor in the committee's view of quality of life and by examining four elements upon which function depends, i.e., satisfaction of basic physical needs, choice, freedom from undue stress, and the lack of a direct correlation between affluence and quality of life. Key issues and recommendations to improve the quality of life of older Americans are then enumerated. The remainder of this report addresses the areas which contribute to quality of life, including: (1) housing; (2) transportation; (3) crime against the elderly; (4) legal services; (5) arts and humanities; and (6) creative use of time. Discussions for each topic focus on the present situation, key issues, and committee policy recommendations; a bibliography is also provided for each topic. As an example of the format used for each topic, the section on housing examines the number of elderly, where they live, their status as home owners or renters, poverty, health, and the family. Suggestions to meet the housing demands of the elderly consider non-metropolitan housing programs, coordination of federal programs, funding, special architectural features, displacement, and housing choice. Findings, issues, and recommendations for each topic are provided in the executive summary of this report. (NRB)
