AbstractThe purpose of this study was to survey various constituent groups in the Harper College service area to determine their perceptions about Harper, college goal preferences, and other specific data to provide a general framework for long-range planning. Eight constituent groups consisting of the Board, faculty, students, staff, the community at large, civic groups, governmental organizations, and employers were surveyed by mail. After follow-up procedures, 547 persons (35%) responded. Results of the study showed that all of the constituent groups agreed that Harper is a high quality institution and that it should pursue a traditional marketing program, vigorously pursue grants, moderately expand as the district's needs grow, continue credit by examination, offer special treatment for senior citizens, and continue to review and revise curriculum. There were major disagreements between groups concerning the use of faculty evaluation, class size, innovation, comprehensive marketing, and expansion. The constituents agreed that the most important goals for Harper were of a liberal education or student development nature rather than a specific discipline or career nature; however, they felt that the most important goals were not necessarily the goals Harper was best achieving.
