Abstract | Communications satellites could be the subject of bitter and potentially dangerous international controversy. They threaten to upset the comfortable monopoly of internal national communications systems which have enrolled national governments to screen intrusions of unwanted information or ideas. The United Nations Working Committee on Direct Broadcast from Outer Space is already drafting resolutions designed to control programing distributed by satellite. There are fears that the United States will dominate both information flow and cultural patterns as satellites begin bombarding the earth with news, propaganda, situation comedies, and advertisements. The fears are probably groundless for many valid reasons, but the battle lines are already beginning to form and there is a serious danger that regulations ultimately damaging to the free flow of information may be written into international codes or that satellite communications may become a new cause of dangerous friction.
