Abstract | This paper argues that research on innovation and organizational change should shift its focus from the impact of individuals to that of organizational structure and environmental factors. The results of two research projects carried out in 1968-69 and 1969-70 on organizational change in school districts are presented to support the premise that complex organizations with heterogeneous environments are more likely to initiate and sustain innovative behavior than are simple organizations with relatively homogeneous environments. Some organizational policy implications suggested in light of the findings are that deliberate attempts should be made to build differentiation and complexity into an organization's structure, interorganizational committees on innovation should be set up, and channels of communication should be opened to an organization's environment.
