Abstract | The purpose of this study was to determine the relative importance of selected functions of state advisory councils on vocational-technical education and the probability of accomplishing these functions with select staffing patterns and administrative organizations. Questionnaire data collected from state directors of vocational education and chairmen of state advisory committees indicated a general agreement within both groups on the relative importance of the nine given functions for state advisory councils. These functions are: (1) evaluating programs, services, and activities, (2) advising the state board in developing a state plan, (3) holding public hearings on vocational education, (4) transmitting interests and needs of employers and labor unions to administrators and policy makers of vocational education, (5) publicizing vocational education, (6) influencing legislation on vocational education, (7) preparing and distributing an annual evaluation report, (8) providing leadership in developing local advisory councils, and (9) advising on policy matters in the administration of the state plan. Results of the survey also indicated considerable concern for the proper administration of the state advisory councils. (Author/JS) |
