Abstract	The report of the administrative procedures for the special education programs in Colorado contains definitions of the handicapping conditions, the organization of programs evolving from the handicap categories, standards of student eligibility, and broad standards of program approval criteria. Specific programs are described including the hospital or home instruction, the multiply handicapped program, work study programs in senior high schools, foster home maintenance and responsibilities, and programs of specialty areas such as arts and crafts. Concerns of administration and supervision, evaluation techniques, special transportation, program reimbursement, cooperative services, and the District Plan are presented. Appendixes provide the Handicapped Children Education Act of Colorado, numerous special education forms, and a sample program approval form. (RD)
