| Abstract | The main idea of the research work is a statement on the fact that modernization of the university system of physical education is to be based on perfection of the whole sports movement of studying youth. The purpose of the present paper was to study the problems of modernization of the system of university physical education based on perfection of sports movement of studentship On different stages of work and while settling single tasks there were used methods of theoretical analysis and generalization of normative-legal and scientific literature and statistical data, pedagogical observation, communication, questionnaire and modeling. In conditions of qualitative socioeconomical and cultural transformation of our state new requirements to physical preparedness and personality of Russian citizens arise, necessary for effective professional activity. Formation of expert personality is realized at correlation of social, economical, legal, administrative and pedagogical effects on the system of higher education based on perfection of the whole sports movement of studying youth. In view of the abovementioned the researchers considered it necessary to work and subject conceptual approaches regarding management of sports movement of the studying youth, fundamental change of the state policy in this field.
