Abstract	Education will not be able to create economical growth, but it will faciliate development in a dynamic economical culture. This is the reason why education and vocational training are discussed as central issues in development policies. Whereas for a long time educational scientists discussed about possible convergences in international educational structures, today structures seem to have lost importance. International education policies try to implement certification systems and harmonize learning outcomes instead of caring for common institutions. An internationally well known method for harmonized certifications in vocational education are competency standards like they are common in Australia, the UK or Scotland as well as in many southern countries. Competency standards can serve as a common currency for knowledge and qualifications. They certify the ability to cope with vocational problems and situations independently of the way the competency was acquired. Competency standards may be organized in qualification frameworks and support transparency, accreditation of prior learning and recognition of acquired competencies for higher education.
