(HoF/Bo). The HSW wishes to document a resolution by the Bavarian parliament that is already of historical significance. This does not just aim to build up provisions for teaching the didactics of higher education at Bavarian universities, but has also ruled that participation should be compulsory for young scientists. Taken together with the comprehensive initiative by the state of Baden-Württemberg (see HSW 1/2003 / 6/2003), whose training program is currently being attended by more than 800 young scientists, it is evident that job application conditions are changing for young scientists in Germany. Increasingly, there will be job applicants who are well trained not only in research but also in teaching principles. The remaining German states as employers and their higher education institutes as centers of training now need to catch up in order to meet their obligations toward their own young scientists and ensure that their chances of gaining a job do not decline.
