Abstract | According to a comprehensive survey, no country has introduced vouchers for higher education so far. A few countries (Finland and the Netherlands) had political discussions about the introduction of a voucher scheme, while others (Australia, Germany and again the Netherlands) have recently started a discussion on the introduction of vouchers and their pros and cons. Chapter 2 starts with an overview of the expectations placed on the introduction of vouchers. Chapter 3 reviews the different possibilities for the face value of the voucher. Chapter 4 addresses technical questions like - What should the voucher cover? Lecture courses, semester courses or complete degree courses. - Who recieves the voucher - the university, the faculty or the lecturer? - Which regional government bears the costs? Chapter 5 deals with the costs of vouchers. Chapter 6 briefly reviews the international experience and debate on voucher models. Chapter 7 discusses further important issues concerning vouchers, and conclusions are drawn in chapter 8. (HoF/Stenzel). |
