Abstract | As things stand today, only experts are in a position to control and follow the development of information and communication technologies (ICTs), many of which are unknown in the education field. Decision makers in education systems often lack the in-house competency to negotiate their specific needs, such as equipment, multi-media products, and prices, to name but a few, and are dependent on outside consultants, who are in turn dependent on industry. In addition, ICTs form a complex environment that requires training in knowledge management for staff and students alike as well as changes in traditional school organisation. Both experts and decision makers present at the symposium "Information technologies in schools: reasons and strategies for investment", held in Jurmala (Latvia) from 10 to 12 July 1999, stressed the urgent need to transfer adequate competencies to the administrative players responsible for ICT investment and for pedagogical changes capable of affecting the whole education system, such as the curricula, school organisation and the agents and methods of knowledge transfer. Addtionally this book includes contributions on the following themes: New education technologies in the United Kingdom; A critical topology of products and uses of new educational technologies in the education system, from pre-school to university; Ways and means of introducing techniques in the education system and approaches to change.
