Abstract	The authors of the various chapters focus on specific efforts to create schools that respond to diversity in school populations. Each chapter brings together the work of researchers and practitioners who believe in the notion that 'all children can learn.' Under proper conditions, they argue, that notion can become a reality in schools serving urban minority students. The insights ... are combined in discussions of some of the nation's most visible reform efforts, such as the Accelerated Schools, the projects of the Coalition of Essential Schools, Success for All, Project Spectrum, the Program for Complex Instruction, and Cityworks. A distinguishing feature of the reports is the emphasis on the technical, normative, and political dimensions of reforms that seek to create educational communities ' where all children can be smart.'
