Abstract | Pondering over the lack of consistency between the republican concept of formal equality and the idea of justice inspiring affirmative action policy, this article is concerned with the development of the idea of "educational priority area" (ZEP) all around the country during the last three decades from planification to realization. At first, ZEP were created under specific circumstances, by one particular vocational Union (the "CFDT") and the various teachers' unions were divided on this issue, but finally a consensus emerged, probably because in France "affirmative action policy" took a moderate line.
