Abstract	The author "discusses present and future language policies after the elections of 1994. Instead of involving the people in a process of bottom-up policy making, South Africa is said to arrive at them by a ' top-down process which rarely accommodates the perspectives and needs of the people from below.' One of the principal reasons for this direction in policy making is seen to stem from the role played by the World Bank in dictating policy decisions in Third World countries as part of the price of being granted a loan. She sees three possible scenarios in South Africa which fall under the paradigms of assimilation, laissez-faire/human rights and multilingualism. The main effect of a language policy of assimilation is the introduction of subtractive and transitional bilingual programmes in education which will inevitably lead to a loss of status and power for the speaker's L1. A laissez-faire/human rights stance, however, is just as unlikely as an assimilationist policy to result in the maintenance and status enhancement of the indigenous languages due to the successful projection of English and Afrikaans as majority languages. Bottom-up policies would involve the real implemantation of multiculturalism and multilingualism, but these, according to Heugh, are being ignored." (DIPF/orig.).
