| Abstract | After summarizing some of the key challenges facing higher education in Russia and Ukraine, the author reviews some of the literature on modelling the higher education system in order to explore the likely impact of alternative objectives, funding structures and systems of incentives on both teaching and research. This proceeds in two stages: first considering the nature of the higher education production function at the level of either a single academic department or a single institution; second, considering the system as a whole. Using the framework thus developed, he then discusses some additional aspects of educational reform in both countries. (DIPF/text taken from the original). |
