"Despite the importance of adjustment in labour market theory and operations, scant attention has so far been given to this subject in Australia, especially at the micro level. This paper reports the work undertaken, as part of a major study on the labour market for engineers, on adjustment by individual 'firms' employing engineers. A case study approach was used, in which the engineering executives of 21 organisations, large and small, from the private and public sector and from several different industries, were interviewed face-to-face. The main objective of the survey was to collect information on the adjustment process and thereby gain insights into the complex and varied practices followed. ALthough the adjustment mechanisms differed between firms, there were broad similarities between firms of similar size, but firms of consulting engineers were different again. Thus, in reporting the findings, it was found useful to seperate firms into large, medium to small, and consulting engineering. One main finding was that wage changes were not the first or even the most important adjustment mechanism. The large firms were found to rely more on work organisation than on recruitment or wage adjustments, although the latter two were more common for the smaller firms. Overseas recruitment and subcontracting were of major importance among firms of consulting engineers." (author's abstract) ((en)) |
