Abstract | These two speeches deal with management by objectives (MBO). The first explains the rationale for such a system based on systems theory, surveys and research projects, and research in the field of behavioral sciences. It is a system of organizational leadership that translates organizational goals into specific objectives for organization members by providing the required link, such as a department head in between a dean and instructor. Critical elements are analyzed and the following advantages noted: better services, more learning on the part of the student, less turnover among staff, and generally a better climate in which to conduct educational activities. The second speech has to do with planning organizational change using MBO as the operating mode, with emphasis on management planning and problem solving. The following are needed for successful organizational change: management development; an understanding of fundamental behavioral findings and of hypotheses on the nature of people as they function in organizations; creative environment; participative style of management; and an appraisal system implemented as part of the whole MBO system.
