Abstract | The implementation of national educational standards for a number of (core-)subjects (including English and French as a foreign language) at the beginning of the new millenium is arguably the most significant initiative in Germany's educational system in recent history. This reform is explicitly connected with the intention of monitoring the quality of education and promoting the development of effective teaching and learning practices in schools which aim at expanding learners' competences. The present paper traces the developments which led to the introduction of educational standards as instruments of educational and language policies, and analyses their perceived influence on teaching practices and the academic discourse in the field of foreign language education. Some ten years after the first standards were implemented in schools, the objective of informing and promoting change in teaching practices. Reasons for this perceived lack of effectiveness are discussed, and a stronger emphasis on subject-specific concepts in school-based activities towards improving teaching practices in TEFL is proposed.
